An Exploratory Study on Policy Instrument Typology for the Handicapped

Abstract
This study is to lead some implications for applying policy instruments which are important to accomplish policy goal with analyzing its differences and characteristics in typology for the handicapped. For these purpose, the 4th master plan for the handicapped which is consist of 71 specific programs, under 19 projects and 4 mains is reviewed. In conclusion, the policy instruments used in the 4th master plan are 7direct regulations, 3.5direct incentives, 1.5 direct informations, 2quasi-direct regulations, 4quasi-direct incentives, 5quasi-direct informations, 31indirect incentives, 16 indirect informations. indirect incentive and indirect information, most commonly used as policy instruments for the disabled but low compulsory and directness account for two-third of all programs. Although applying policy instruments with low compulsory and directness is positive for efficiency, political accountability and manageability should be enhanced. Government programs through indirect incentive or indirect policy instrument is need to be managed and evaluated with regulation, especially quasi-direct regulation and indirect regulation, because those are better than direct regulation to be introduced due to low political resistance and visibility including self-regulation of private sectors. Beyond the most commonly used instruments of policy, indirect incentive and indirect information, the different type of instruments are needed to match the different programs.
